How do I send an MP3 file to be used as a ringtone, to my T-Mobile Motorola RAZR V3?

I’ve tried a few ways, including emailing my mobile number’s email address with an mp3 attached. I’ve also uploaded the mp3 on the web and trying to use my phone’s web browser to access that page. I always seem to get a 403 error.
